The Challenge in Oklahoma

Oklahoma presents a diverse and challenging landscape for addressing student homelessness, encompassing major urban centers, vast rural areas, and numerous tribal nations. The state is facing an affordable housing crisis, which significantly impacts its student population.

23,538 students were identified in the 2022-2023 school year; total enrollment was over 700k; Oklahoma's identification rate for studentsexperiencing homelessness was at 3.4%.1

Housing

A lack of safe, affordable, and stable housing is a pervasive struggle across Oklahoma, significantly impacting educational access and stability for homeless students. The state faces an affordable housing crisis driven by supply-demand mismatch, limited stock, and rising construction costs.
 
  • Many students experience homelessness by living in doubled-up situations with other families due to economic hardship or loss of housing. In the 2022-2023 school year 80% of those identified had this type of accommodation.2
  • In urban areas homelessness has grown, with these cities experiencing higher eviction rates. Efforts are underway to increase shelter capacity and affordable housing units in response to visible homelessness.
  • Rural communities and tribal lands face distinct challenges where youth homelessness often follows a "hidden path." Emergency shelters are scarce leaving vast areas with limited formal services. There are also less resources and services for students in these areas.

Transportation

Limited and costly transportation options across Oklahoma contribute significantly to chronic absenteeism and difficulties in school attendance for homeless students. 
 
  • In urban centers like Oklahoma City and Tulsa, challenges can include the expense of public transit, navigating complex transportation networks, and managing long commutes to maintain school stability, particularly for students whose temporary housing is far from their school of origin.
  • In rural areas, the primary obstacles are the severe lack of public transportation options and vast distances between temporary residences and schools. Reliance on limited school bus routes or the absence of city systems compounds barriers to consistent school attendance, contributing to chronic absenteeism and school transfers.

Oklahoma's Native American Student Homelessness

Native American students in Oklahoma face disproportionate homelessness, creating unique educational challenges.
