Student homelessness presents significant challenges in New York, impacting thousands of children and youth annually across NYC, diverse suburbs, and extensive rural regions upstate.

155,079 students were identified as homeless out of more than 2.5 million enrolled in public school (6.1%) in 2022-2023 academic year.1

Housing

The lack of safe, affordable, and stable housing significantly impacts educational access and stability for homeless students in New York.
 
  • A majority of students identified as homeless (63.3% in 2022-2023) lived doubled-up with others due to loss of housing or economic hardship.2
  • While urban areas, particularly New York City, may show higher numbers of homelessness, this can often be linked to the concentration of services and support, making the issue more visible.
  • Rural areas, however, face significant challenges due to limited resources, shelters, and support services, making homelessness more difficult to identify, quantify, and address effectively.

Transportation

Limited and costly transportation options across the state contribute significantly to chronic absenteeism and difficulties in school attendance for homeless students.
 
  • In urban centers, challenges include the expense of public transit and navigating complex, long commutes across districts.
  • In rural areas, the primary obstacles are the sheer lack of public transportation, vast distances between temporary residences and schools, and reliance on limited school bus routes that may not flexibly accommodate students' fluctuating living situations.

On average, 3% of the national population is eligible for McKinney-Vento services3.  In New York, about 6.1% were identified in 2022-23-well surpassing the national average, however, gaps may still remain for identification outside NYC.
