The Challenge in New Jersey

New Jersey presents a diverse landscape for addressing student homelessness, encompassing densely populated cities, coastal communities and scattered suburban and rural areas.

14,393 students were identified in the 2022-2023 school year; total enrollment was over 1.38 million; New Jersey's identification rate for students experiencing homelessness was only 1%.1

Housing

A lack of safe, affordable, and stable housing is a pervasive struggle across New Jersey, significantly impacting educational access and stability for homeless students.
 
  • In urban areas, while there may be a higher concentration of services and shelters, this can also lead to more visible homelessness, with students residing in emergency shelters or transitional housing.
  • Rural areas face distinct challenges due to limited resources, fewer shelters, and minimal support services, often making homelessness more difficult to identify and address effectively, with families frequently relying on informal networks or living in substandard, unsheltered conditions.
  • Many students experience homelessness by living in doubled-up situations with others due to economic hardship or loss of housing. In the 2022-2023 school year, it was 69.3% of those identified.2
  • Coastal towns typically have much higher, often unaffordable, home values. Strong summer demand for vacation rentals and second homes significantly strains the year-round housing supply, as these properties are less desirable for permanent residency and often sit vacant in the winter months. This limits affordable options for local workers.

Transportation

Limited and costly transportation options across New Jersey  contribute significantly to chronic absenteeism and difficulties in school attendance for homeless students.
 
  • In urban centers, like Newark, Jersey City, and Camden, challenges can include the expense of public transit, long commutes across districts to maintain school stability, and navigating transportation networks.
  • In rural areas, the primary obstacles are often the sheer lack of public transportation options, vast distances between temporary residences and schools, and reliance on limited or inflexible school bus routes that may not accommodate students' fluctuating living situations, compounding barriers to consistent school attendance.
