The Challenge in Georgia

Georgia presents a diverse and challenging landscape for addressing student homelessness, encompassing rapidly expanding urban centers, vast rural regions, and distinct coastal communities. The state faces a significant housing crisis with rising rents and increasing evictions.

40,136 students were identified in the 2022-2023 school year; total enrollment was over 1.75 million; Georgia's identification rate for students experiencing homelessness was at 2.3%.1

Housing

A lack of safe, affordable, and stable housing is a pervasive struggle across Georgia, significantly impacting educational access and stability for homeless students amidst a critical housing shortage.

  • Many students experience homelessness by living in doubled-up situations due to economic hardship, which is a highly prevalent form of homelessness among students in Georgia. It represented 70.6% of those identified in 2022-2023.2
  • In urban areas rapid growth has outpaced housing construction, leading to rising rents and visible homelessness, with students often residing in shelters or motels.
  • Rural communities are facing housing shortages and limited services. Homelessness here is often "hidden," with families relying on informal networks or living in substandard conditions.

Transportation

Limited and costly transportation options across Georgia significantly hinder school attendance for homeless students. These disparities negatively affect both urban and rural students.

  • In urban centers like Atlanta, Augusta, and Columbus, challenges include public transit expense, navigating complex networks, and managing long commutes, compounded by regulations favoring traditional routes over flexible options.
  • In rural areas, primary obstacles are the lack of public transportation and vast distances between residences and schools. Limited school bus routes or absent city systems compound barriers to consistent school attendance, often requiring creative solutions.

The national average of children and youth identified as experiencing homelessness is 3% of students enrolled in public education.3 Georgia identified 2.3% during the 2022-2023 school year, below the national average.

“ As I changed school districts this last year, I have become more aware of the homelessness in the school systems. I have moved to a district with many newcomers and most have come with out parents or guardians. This information is very helpful. I am going to pay more attention to situations and help when needed. ”
